Remove read-only Access 2003

I modified an existing DB to allow a user outside our group access to the
data she needs for a monthly report. A macro runs to refresh local tables
from the data source. I'm the admin for this tool, yet I can't get the
read-only access removed. I've read the Help files, perused this group,
trying everything I found. So far nothing works. Any tips would be helpful.
