Remove RSS Feeds

I hope someone can help here, we have a computer which we are trying to
unsubscribe from RSS feeds as they appear to be locking outlooks send recieve
function intermittantly, we remove the feeds from the account settings and
delete the folder in the folder list but the account settings and folder
automatically return when we restart Outlook, anyone know how to get rid of
the permanently?

Disable the option to sync Outlook feeds with the system feeds.
You can do this in Tools-> Options-> tab Other-> button Advanced Options
