Removing placeholder PPT2004

Im trying to make a template for a presentation that is really and truly
blank. No matter what I try, adding a new slide gives me a slide with a
placeholder for a title and a placeholder for text. I've tried making a new
slide design, a new template, and removing everything from the master.

Is there a way to remove placeholders ?

Hello, there is a blank slide layout. You should be able to Apply the Blank slide layout (Format | Slide Layout), and then when you Insert | New Slide it will follow that layout.
