Removing the Copy, Cut and Paste options from an Optional Section

Does anyone know of a way in which the context menu (shown at the top left of
the Optional Section and containing Copy, Cut and Paste options) can be
hidden or removed from an Optional Section?

I don't want the users moving the section around or adding/removing it
except via a checkbox control dedicated to the purpose.
