Removing the initial outlook E-Mail

I am looking for a way when I roll out outlook 2003 the initial E-Mail that outlook provides can either be removed or modified since we will be disabling some of the features discussed in the initial E-Mail produced by the program

Any help on this would be greatly appreciated
