removing View Timesheet permission did not work

The goal is to collect updates from team leads and not team members. I am
using text and date fields to collect update information. I am using % of
work complete reporting method.

I have cleared all Allow check boxes in the Tasks section of the team
members template (including View Timesheet), have not checked any Deny boxes
and have saved the changes.

I applied the modified template in global permissions and verified that View
Timesheet, Allow and Deny check boxes are clear.

After going through this process, Team Members can still go into the Tasks
center and enter data into fields in the grid.

What am I missing?
