Rendering embedded images as HTML

I have a partner that is trying to find a way to render embedded images when
converting InfoPath forms to HTML on a very high profile project. One of the
requirements is that they need to include the digital images when they
generate output to PDF. The automated conversion of InfoPath to HTML works
fine except in case of embedded images.

Any suggestions?
