Renumbering a numbered list in Word

Why is it that STILL Microsoft has failed to fix this?
All a want is to have a new numbered list begin at 1.
Apparently this is to much to ask.

Restart numbered list does not work. Can you fix it?

What Word version, how are you doing your numbering, how are you trying to
restart, and what indicates (to you and/or to Word) that this is a 'new'
list?

I was fightinmg with this very "feature" 30 mins ago. I
found that by selecting the list, changing style to
something else, then back to Normal I could then go to
Format ->Bullets and Numbering and the Restart numbered
list became active again. Go figure......
