renumbering pages and finding a vanished Header/Footer toolbar

Thanks, Dayo. Your suggestions made a lot of sense and helped me solve
my problem, though not directly. I switched into Normal View, but there
was no sign of Odd/Even Breaks. (I tested it by checking Even Page Break,
which then did appear.) Then it occurred to me that by going with EPB, I
could trick Word into numbering my pages correctly, which proved to be
true: Now the first page, which had been stuck at 25, was now 24, the rest
of the numbers were fine, and all I had to do was to delete the blank page
23 that had been added!

When I followed your suggestion about looking into Tools>Customize, I was
tickled to see that the Header /footer toolbar was NOT checked. So I did, of
course, but it did no good. Happily, I now don't have any immediate need
for that toolbar, but would still be interested in learning how to make it
reappear. I last used it a few months ago, and it came right up then the
usual way.

You might have continuous section breaks that got confused, for which the
cure is usually to delete and reinsert them. But glad to help point you
toward a fix.
