renumbering pages

I made the mistake of writing a book in Word (latest, for Mac; I am using
OSX.3.5) but am stuck with it. Occasionally, I have had the problem that
when I tell Word to start numbering pages of a chapter on a given number, it
instead uses N+1. For awhile, it stopped, but now is doing it on a revision
of the last unfinished chapter. Worse, when I go to View>headers & footers,
there is no tool bar: only empty dashed-line rectangles. Changing the
number of the first page simply puts the new number under the old one on
the wrong side of the page, and repeats those same digits on every page. I
think I could manage if I could figure out how to get the normal Headers &
Footers Toolbar back; it used to come up OK.

It sounds as though one your page breaks may be set to an Odd Page Section
Break or Even Page Break, in which case Word will insert blank pages to make
the page start as desired. Switch into Normal View, where Odd/Even Breaks
will be clearly stated.

Re the toolbar--try an experiment. View Headers/Footers, then see if the
H/F toolbar appears in the View Toolbars menu. If it doesn't try going to
Tools | Customize (still viewing H/F) and see if you can turn it on that
way.
