RepeatSection wont work if change Visible property

I have a report header section that should repeat on pages of the report, but
I also need to hide this header section for a few report groups.

I set the RepeatSection=Yes in the report properties, and this works fine if
the header is always visible, but when I change the Header.Visible property
with event code it breaks the RepeatSection functionality; the header is
visible when I want it to be, but it no longer repeats where it should.

Any thoughts how to produce the effect I want? (using Access 2002).
