Replace Server Navigation Files without Publishing All Pages [FrontPage 2002]

Navigation links show on local machine but not when on server. Have
Re-calculated Hyperlinks and Tuned-up the FP Server Extentions. Still
no navigation links.

The web site is over 270 mb. I have a dial-up connection with avg. 40
kbps. Is there a way to just replace the server navigation files
without having to publish all pages?
