Replacing frames

Hi Folks!

I've been reading that Microsoft is discouraging the use of frames in web
page design. But I haven't yet found is what the recommended technique is to
achieve same 'look' from page to page. Can anyone supply the appropriate
buzzwords or concepts so I can chase it down in my references?
