Replacing Local Resources with Enterprise Resources

I have a PM that has been using Project Standard. He has a schedule with
1500 tasks and many resources. Actuals have been posted to the schedule
(manually). He would like to begin using Project Pro/Server. Is there an
easy way to replace all of his local resources with enterprise resources? I
know you can use the Assign Resources option and replace, but that is one
task, one resource at a time. That would take a tremendous amount of time.
Any other options?

In preparation for this project manager bringing a local project into the
Project Server database, the Project Server administrator should confirm
that all of the resources in the local project exist as enterprise resources
in the Enterprise Resource Pool. If they do not already exist, the Project
Server administrator can import any or all of the resources into the
Enterprise Resource Pool using Tools - Enterprise Options - Import Resources
to Enteprise in Microsoft Project Professional.

The next thing you will need to do is to get the project manager his own
copy of Microsoft Project Professional, and then to help him set up his
Project Server login account in Microsoft Project Professional. After doing
this, the project manager should import the local project into the Project
Server database using the following steps:

1. Launch Microsoft Project Professional and log into Project Server
2. Click Tools - Enterprise Options - Import Project to Enterprise
3. On the page dealing with resources, the project manager should match the
resources in his project with resources in the Enterprise Resource Pool (he
SHOULD NOT rush this process, as it is vitally important to maintaining the
historical actuals in his plan)
4. If a resource is not in the Enterprise Resource Pool because it
represents an outside contractor, he should use the Keep Local with Base
Calendar option for that resource
5. After importing the project, the PM should refer to the following link
