Reply Format Office 2007

I wish to set my replies with prefixes (">"). I have been following these
steps to do so:

1. Select "Tools"
2. Select "Options"
3. Select "Email Options" beneath "Preferences" tab
4. Select "Prefix each line of the original message" under "On replies and
forwards" section.
5. Enter ">" in "Prefix each line with" box.
6. Click "Ok" button (twice).

When I reply to a message, it reverts to the "Include original message text"
with full html formatting and the blue bar down the left side. It refuses to
change to my selection.

What am I missing here?

I would love to know the answer to this as well, it is one of the most
frustrating things in Outlook. I know that it has something to do with
the format of the email being HTML or rich text or something (because
if it is a plain text email, it works okay), but I don't understand
why it doesn't honor this preference regardless of the email format.
