Reply, or ReplyAll, to multiple emails

Why can't I ReplyAll to multiple emails?

I can Reply and ReplyAll to a single email.

I send out an email and get multiple responses. I'd like to select all the
responses and Reply, or ReplyAll, to those that responded.

Why not?

PS I'm using Outlook 2003, and 2007, but I believe the question applies to

Why not?

Well, because it just isn't something the system allows you to do. I mean,
sure, it should do something like when you open up multiple messages, where
it opens up a window for every message, but, for whatever reason, they
decided not to allow that sort of functionality.
