Reply signature won't work for POP3 account

I have Outlook 2003 SP2. I did have a problem with the "Account" drop down
window missing, but that is resolved. Now I have a new problem.

The user used to get a different reply signature filled in after selecting a
POP3 account from the Account window. This doesn't work anymore.

The sigs are all where they should be in the mail format tab under "options"
and default sig shows up in reply window of the email. When a new reply sig
is selected, it cancels the default signature on the email with no signature.
Removing one sig from mail format page and re-adding it didn't help. Does
anyone have any suggestions how I can get these signatures to sign in?
