Only when you have multiple accounts does Outlook not know for sure
which one of your accounts it should not include. If you only have one
account defined in Outlook then it knows it should excluded that one.
Replying means doing so to others, not to yourself. With just one
account defined, Outlook can determine which one of "you" to exclude
from the *reply*. If there are multiple "you" (i.e., more than one
account), it can't be sure which one to exclude or to exclude all of
them.
If you need to include yourself when replying, add yourself to the Bcc
field. If you always need to include yourself, look at installing an
add-on that does that, like Auto-Bcc or Always-Bcc.
