reply using a specific template

Are there any ways or hacks to modify Outlook 2002 so that it will
reply using a specific template to every e-mail. Currenly, by default, it
will only reply once to each sender during a session.

I don't know how MS thought you could setup a real auto reply system
with the default behavior.

Example: If someone send a message and a reply is sent, and they send
another email regarding a different subject that would have a different
reply, it would not send the reply. Other parts of rule would work, but
the reply never happens.

Please help.
