Report Footer asking for Parameters

I have a query that pulls all approved codes into a report. The report has
page headers & footers as well as a Report Footer.

I now need to add all unapproved codes. I was trying to add it in the Report
Footer, but when I enter the text box and try to preview I am prompted to
enter the parameter. I don't know where this is coming from as the query
works fine alone.

I was trying to avoid re-creating the whole thing as it's very long.
