No, the blank pages are much fewer than that, and most
occur between records with equal values in the first sort

Are you saying that you're getting a blank page between every non-blank
page? If so, the problem's usually that you've made the report wider than
can be printed on a single page. When you've got the report open in Design
View, look under File | Page Setup, and check what you've set the left and
right margins to. Make sure that the report width plus the two margins is
less than or equal to the width of the paper.
