Report navigation buttons disappear

Hi!

I've disabled the shortcut bars in the startup options,
but now if i'm not pressing SHIFT at the startup of the database,
the navigation buttons in the report preview window do not appear.

How can I make these buttons appear even with these startup options?,
Or make an alternative navigation buttons?
