Report to multiple managers

Why can you not allow a person to report to multiple managers in Visio 2003?
This should be an option.

This is possible in Visio 2003 using the dotted line connector from the
Organization Chart stencil. However, there is no way to initially specify
this through the Organization Chart Wizard.
