Reports not being transfered into Microsoft outlook pro 2003

Microsoft Pro Outlook 2003 Pro 11.8118.8132

My using a software which has been created in VB. He has always been able
to generate xls reports which are able to attach to Outlook express emails
without any issues. Since he's updated to Outlook Professional (latest
version 11.8118.8132). The following error message appears within the VB
software:

Cannot Start Microsoft Outlook

Is there any settings that i can ammend within the prefs in Outlook Pro 2003
to allow it to recognise the VB software is send over an attachment ?

My guess is that the solution is in the VB code. It all depends on how it is
being attached and loaded.
