REPOST: locked by "another user"

When I try to open a shared htm file in excel, either by
opening the htm file and clicking Edit with Microsoft
Excel, or opening the file through Excel itself, i get an
error message which says "TOC.htm is locked for editing
by 'another user'. Click 'Notify' to open..." It
actually says "another user". This has not been a problem
in the past, and has only recently become a problem. It
is a problem on all computers in the network, including
the one the file was originally created on. Any
suggestions as to how to edit it? Thanks!
