Repost: Office 2003 - Upgrade Eligibility

I have MS Office 2000 Pro installed on my computer but I would like to
upgrade to Office 2003 Pro. However, my copy of Office 2000 was
provided to me for home use through a Government Volume Licence. Will I
qualify for the Upgrade version or will I have to buy the Full version?

Technically, the license for copy of Office you have on your home pc is
owned by and licensed to the govenment agency that provided it to you. It
is not owned by you. If you want Office 2003 for your personal use, you
need to purchase your own licensed copy (i.e. the full version). If the
government agency upgrades to O2003, they you may be able to upgrade your
install under the same terms you are currently using the software.
