Republish Assignments Spooler Error - Please Help !!!

Here is my situation. I have 3 Projects, 2 which are fairly small and one that is large, over 800 tasks. With my two smaller Projects I am having no problems with publishing them out to the server but with my large Project I am getting spooler errors. My main problem is that when users use Project Server to update their time and hit the "Update All" button they are getting a message stating that the updates will go to me for approval, which is what I want. But when users update their time for tasks from the large project it says the updates will be going to this other user for approval, which is bad. So I am trying, with this large project, to do a republish assignments and checking the box that says become the manager for this project. I am logged onto a machine using my user name and pw. Here is the message I am seeing in the spooler

System Error 0X8000400

Now I've checked the MS Knowledge Base and found and article about that error message and I do have all the correct permissions. I have also tried doing the republish on multiple high-end servers, one was a dual-processor with 2 GB of RAM and get the same error no matter what machine I try from

Glen, here is some very helpful explanations from Microsoft, we had a
service call into them and they provided these answers..

For spooler error 0x8c040012 you will need to check to see if your
Project Managers are using "inactive resources". This error occurs
when a plan is published that has inactive resources. There is a
hotfix that addresses this issue. Please see Q823333 below.

For spooler error 0x8c040017 you will need to make sure your Project
Managers are using "Build Team From Enterprise" or you can go the the
Account Creation properties from within Project Web Access and make
sure "Create Accounts from Microsoft Project" is set to "Allow" rather
then "Deny".

For spooler error 0x80004005 you have referred to Q328249 and added
the everyone group to the security of the View Drop folder. This
should resolve your issue.

Based on our last conversation it appears that this case is ready to
be archived. If this is pre-mature or you are not very satisfied with
all aspects of this case, please let me know as soon as possible.
Otherwise, I will archive this case at the close of business today.
