Request a certificate - can't contact Active Directory

I'm going through the online help on security in InfoPath. There one
article on how to request a digital certificate. It describes how to
start MMC, add the certificate snapin module, and request a new
certificate. But when I do that, I get a message (in Swedish) that tells
me the wizard cannot be started because connection to Active Directory
couldn't be established. I'm using InfoPath 2003 SP1 on Windows XP Pro
SP2. What is wrong?
