Res_Peak with negative value

I am having the problem with RES_PEAK negative value as noted in
http://support.microsoft.com/kb/887027. I do the fix to update it to zero,
but when we publish all information or republish taking over management
ownership of tasks, it just reappears and makes the value in RES_PEAK go
negative. We are on MSProject Server 2003, have upgraded all desktop
machines to SP2 and applied hot fix. This project may have been saved or
updated at some point on older version. However, it seems there is something
else on the database or somewhere that is triggering this field to be updated
when published and getting a negative value. Is there anything we can do to
permanently get rid of this problem?

Any help you can provide would be appreciated,
