Research Services - Settings for Discovery Services

Hi all,

There exists the settings NoAdd and NoDiscovery.
If NoAdd is set to true no manual adding of services or discovery services
are allowed.
If NoDiscovery is set to true no Discovery Services are allowed.

My question is the following:
Is it possible to configure the setting for Research Services such that
manual adding is disabled but adding via Discovery Services is allowed?
