So you send me an e-mail, and because I haven't replied in <X> hours,
you want Outlook to automatically resend it?

No. No way that I'm aware of. And I don't even know how something
could be written to do that without opening a can of worms. Imagine
whatever this is doesn't properly detect the reply, and keeps
resending the same message over and over.

That's so asking for trouble.

I'd bet if you send me an e-mail, and I reply but alter the subject,
it doesn't see it as a reply, and therefore sends the mail again...
