resend.cfg

Tried running Outlook 2000. Won't start. Keep
getting 'failed to register VB Script.dll.' etc. The
last part ends in resend.cfg. I've tried to find using
the Microsoft KNowledge base's solution. Nothing works.
Any suggestions?
