Reset Picture Boundary doesn't

I'm using Word 2003 on Windows XP.

Use to be that when I paste an Enhanced Metafile into a Microsoft Word
Picture, I could click Reset Picture Boundary and the text boundary in
the Word Picture would shrink wrap itself snugly around the Enhanced
Metafile.

Currently, it doesn't do that. Nothing happens when I click Reset
Picture Boundary.

What might cause this?
