Reset the RBS

I noticed that before I created an RBS, anyone could delegate to anyone
else. The entry in the RBS was -1 for everyone. I created an RBS according
to the organizational structure. Obviously this started everyone from being
able to delegate to everyone else. For business reasons we want to go back
to the way it was. I tried simply deleting the items in the RBS. In the
custom field of each resource there is a number associated with the previous
level. So I went in and actually created a -1 and set everyone to it. Still
no luck.

Basically, I want to reset the RBS back to the initial configuration. How do
I do that so anyone can delegate to anyone? Thanks.
