Resetting the counter isn't working

I'm using FP2003. I've told it to reset the counter and when I look in the
code it's reset, but when I go to the site and do a refresh, it's not
resetting. Unfortunately, when I refresh, it keeps adding to the count which
is what I don't want. I'm trying to reduce the number because I've made so
many changes. It's a newly revamped site, and I'd like to see a count
that's more reliable.

The FP counter is a hit counter - it will count how many times a page is
hit, or downloaded. Downloading a page occurs at least the first time it is
encountered, and everytime it is refreshed or reloaded from the server. You
will need a third party counter that counts visitors, not hits.

To reset the FP counter, open your live (remote) site in FrontPage 2003, and
reset the counter on the livesite. The counter file on your local site is
normally set to "Do not Publish"

Ahhhhhh ... ok ... I'll try and let you know how it worked.
It's hits I'm after actually. It's just a volunteer site, so hits is more
important than visitors, so your instruction should work. Thanks.
