Resize attachment option no show in outlook 2007

1. I have followed the Help prompts, but still the Resize attachments option
doesn't show in the side bar. I have the option to send attachments as
Regular, or shared, only.
2. Also, the photo inserts into the body of the email, rather than be
located under the address section, as it did in Outlook 2003.

Would greatly appreciate assistance, as no matter which way I phrase it, the
Help option isn't recognising the dilemma

Use Insert-> File instead of Insert-> Picture if you want to have it show up
as an attachment

Also verify that you are composing in Plain Text or HTML format and not Rich
Text.

Yes, Yes, Yes... I'll have what she's having!

I'd been composing in Rich Text. As soon as I switched to HTML both my
queries were addressed. Thanks ever so much for your speedy response.
