I need to resize drawings in visio 2003 that were created in A3 and are now
required in A4 size.

Go to File > Page Setup and select the A4 sheet size. Then go to Drawing
Scale and select custom. Change the scale from "1 xx to 1xx" to 0.707 xx to
1 xx". The 0.707 is the reduction factor of A4/A3, either horizontal or
vertical dimensions.

If you don't want to change the scale factor, then, the steps would be
1.) Select all
2.) Group
3.) Format > Protection --> protect aspect ratio
4.) Change Page size
5.) menu bar > View > Size and Position window
6.) With the group selected, change either the width or length, e.g., width
was 12 in, becomes 12*0.707 in. Ungroup.

Either technique will work, depends upon what you need the scale factors to
do.

You can resize the page in File / Page Setup, or you can make the A3 Page
print to 1 x 1 pages on A4 paper ... your choice.
