Resource appointments

I have a mailbox called "Board room". This is set as a
resource so certain people can book the room. I set the
permission of the Board Room's calendar to the following:

Anonymous - None
Default - Reviewer
User1 - Author
User2 - Author
....
etc

Anyone not in the list can read, but can't add/edit/delete
any of the appointments in the Board room calendar. They
get a message saying their access is denied

However, if User1 does the File | Open | Other User's
Folder and open the Board room's calendar, User1 can
delete/modify any appointments, regardless of who the
organizer is.

For instant, if the user1 deletes an appointment, a pop up
message comes up asking if the user wants to delete
without sending a notification to the organizer or send a
msg.

How is this possible? I thought the permission
of "Author" means that you can't only delete/modify your
own items. But right now, they can delete anyone's.

Help please.

Check to see if User1 has higher permissions at the mailbox account level.
