Hi there Can you please tell me if the following will work?

I'm using the enterprise resource pool together with an RBS for security and
resource views.

RBS:
1- CEO
2-CFO
3-CIO
4-sub-Department A
4-Sub-department B
5-Manager
6-PM
6-RM
7-TM

Each department in the company is devided into sub-divisions, and each will
manage their own projects and resources, hence the structure of the RBS.
I want a RM in sub-department A to be able to view resources in
sub-department B but not be able to assign that resource,he must request
assignment approval for it from the necessary RM in sub-department B e.g via
a generated e-mail from the system. Is this possible or am I smoking my socks?

Your socks are, indeed, smoldering. It works like this in Project Server:
You get two types of permissions: One is "do something" permission, the
other is "see something" permission. If you've got the right to do, you can
do it to something you can see. So if you have the power to assign resources
to tasks, you can assign any resources you have the right to see. Smoke
clearing?
