Resource availability in shared resources department

Hi all,
We are using Project Server 2007, and I am trying to establish a
process to support the following scenario in one of our departments:
2 Project managers, each manages 4 small projects.
4 developers, all work together on all projects (mostly bug fixing or
small developments).
For every project there are some prioritized tasks waiting to be
worked on.
At the beginning of the week the project managers post a weekly plan
for each of the resources (for example: On Monday, res1 will work on
proj3, res2 on proj5, res3 on proj7 etc. on Tuesday res1 continue
working on proj3, res2 on proj1 etc).
How to describe this kind of resource availability in the plan? how to
level resources? Any best practices for a scenario like this?
I will appreciate any thoughts.

One of the fields that affects leveling and can be used is Priority.
After setting the Priority field on tasks, when using Resource
Leveling, change resolving overallocations from Standard to Priority,
Standard. Then this will adjust the order of the tasks to meet this
restriction. Note, this requires a continuous intervention on the part
of the PM, as you say, each week they post a new plan.

I am using priorities, and I get the "prioritized list" of task, as I
mentioned in my original post, but how can I "tell" Project that
resource1 will be available only MON and TUE this week, and resource2
will be available on THU only? If I change the "available from/to" box
in resource information, it will reset the next time I open Project
cause we are using Project Server 2007.
Any more suggestions?
