Resource Availability

When I change a resource's availability to work on a
project (let's say the resource cannot begin work on a
project until 2 weeks after the project has begun) and
then assign that resource to a task that is scheduled to
begin prior to the resource's availability, Microsoft
Project assigns the resource to the task as originally
scheduled and ignores the resource calendar. Scheduling
ignores resource calendar is not checked in the Task
Information dialog box.

How are you showing they're not available for those two weeks? Are you
updating the resource calendar to show the days in that time period to be
non-working time or are you using the "available from/to" table in the
Resource Information dialog? If you go with the former, Project should move
the task to begin on the first working day for the resource. If the second,
it will leave the task where it was but show the resource overallocated for
the dates he's absent and resource leveling will accomplish the task delay.
