Resource Breakdown Structure unmodifiable

i am trying to implement a RBS in my section and project is not displaying
the options for me to add one. when i select the "customize enterprise
fields" window and choose the "custom outline codes" tab the "define code
mask" and "define lookup table" buttons are not available. the two buttons
are labeled "VIEW..." with no capability to change anything.

i have looked at the "customize fields" option and it shows both as definable.

we are using project 2003 with server 2003.

is there a permission selection somewhere else in project that i am missing?
