Resource Capacity in MSP_Portfolio_Analyzer cube

Using Project Server 2007 SP1 + (July) Infrastructure Update + (December
2008) hotfix package. Some of our Enterprise Resources were missing in the
Reporting Database, so we followed the guide "Rebuild the Project Server
Reporting Database" on this link:

After successfully rebuilding the Reporting database we tried to rebuild our
Analysis Services database but received the following error: "Failed to build
the OLAP cubes. Error: Invalid call to GetJoinForCustomFieldDimension. Cannot
join 'Task Non Timephased' fact with a custom field of entity Assignment". To
solve this issue we followed Brian Smiths post (Refreshing the reporting
database loses the Assignment dimensions):

Now the Analysis Services database is rebuilding successfully...but what has
happend to the Capacity dimension in the MSP_Portfolio_Analyzer cube?? All
the resource capacity before December 2008 seems to be lost in our Analysis
Services database? Is it possible to retrieve the resource capacity for 2007
and 2008 in the MSP_Portfolio_Analyzer cube?
I would really appreciate if anyone could help me with this issue!

Rickard:

Sounds like quite an adventure! On the Server Settings Page in PWA, select
Additional Server Settings from the Operational Policies section and have a
look at your capacity settings. Your data probably well reflects these.

Yes, once we solve an issue another one shows up, but hopefully it ends here
:)
Thank you very much for the information! As Resource Capacity Settings we
had 1 month behind and 12 months ahead. I changed it to 24 months behind and
12 months ahead, waited until the Reporting(Resources Capacity Range Sync)
job completed in the Queue and start rebuilding the Analysis Services
database (this process takes forever in our environment, but that's another
problem). I'll have a look tomorrow to see if the Capacity dimension will
include 2007 and 2008 as well.

I'm really no Data Analysis guy so please forgive me for asking this "dumb"
question:
As I mentioned above we had 1 as parameter for "months behind" in the
Resource Capacity Settings (it's probably the default value because I don't
think any user has changed this). But before we rebuilded the Reporting
database it was possible to present Resource Capacity all the way back to
January 2007 in our Data Analysis Views. How was that possible when resource
capacity settings was set to 1 month behind and the Resources Capacity Range
Sync job is running daily? Hope you understand what I mean.

I can't say for sure why you were able to view capacity history that
conflicted with the system settings, but one might surmise that this might
have a been a bug that was fixed in the IU, and if so, it is logical that
upon installing bug fixes for the reporting database that the installation
routine would cause the reporting database to be rebuilt. So, there's a
possible explanation, but I'm afraid the correct answer will remain a
mystery to us both.

It is unusual for an organization to need to retain extended historic
capacity data in the system, and if it generates a lot of data, you might
consider strategies for analyzing this data without keeping it all on line
in Project Server.

Gary,

Okay, so you're saying that (in a "functioning" Project Server environment)
it shouldn't be possible to view resource capacity in the Data Analysis views
beyond what's specified in the Resource Capacity Settings right?

Our customer is interested in keeping historic data and we need the resource
capacity history to present Utilization Rate in our Data Analysis views
(Utilization Rate = Resource Plan Work / Capacity).
