Resource Center Display per RBS?

I noticed that Team Members can only see their record in Resource
Center (which makes sense).

It also makes sense that Executives see all resources in the Resource
Center.

However, why do Project Managers see ALL resources in Resource Center
and not just people in their organization per the RBS? The Assignments
view works this way; why not Resource Center?

Do the following to understand why:

1. Log into PWA with Administrator permissions
2. Click Admin - Manage users and groups
3. Click the Groups link in the sidepane
4. Select the Project Managers group and click the Modify Group button
5. In the Categories section, select the My Organization category

Examine the settings in the Permissions grid of the Categories section,
which are the permssions for the projects, resources, and views specified in
the My Organization category. This category gives blank access to every
resource in the Enterprise Resource Pool, and the permission related to
these resources is the "See enterprise resource data" permission.
Therefore, this permission allows Project Managers to see resources all
resources in the Enterprise Resource Pool in the Resource Center page. If
you want to use RBS to control which resources a PM can see in the system,

1. Go to Admin
2. Go to Manage Views
3. Find your Resource Center Views
4. Do a "Modify" on one of them.
5. Go all the way to the bottom
6. Click on: "Filter Resources to user's RBS branch"
