Resource constraint from Enterprise Resource

I have setup a list of resources under enterprise resource, I wish to limit
resource assignment to only the resources in this list. But when I enter a
task in MS Project client application, I can still key in another resource
and save the enterprise project to my server. How do I limit the resource
assignment to only those of my enterprise resource?

There is no default method within Project Server to prevent project managers
from adding local resources to their projects. A local resource is any
resource not found in the Enterprise Resource Pool, and which the project
manager manually typed into the Resource Sheet view of a project.
Therefore, you
must make this a training and performance issue, and then enforce this as a
project management methodology within your organization. Hope this helps.
