Resource hours change on their own on some tasks

We are creating schedules in Project Server. We have added resources that
will become our baseline. We have noticed that on some tasks Work type
resources will change for no apparant reason upon opening and in real time.
The material resources are uneffected. The hours will change from say 26 to
14.###. We have turned off all auto calculations. The tasks are fixed
duration and non effort driven.

This is weird. Is this happening on a single machine or multiple - could it
be down to calendar settings on the project client?

Yes it is weird and scary since we are just ramping up with a large number of
schedules with a lot of resources. We are using the default calendar for
resources and we have a company calendar we are using to schedule the tasks.
This is happening on multiple machines and we haven't figured out what the
trigger is. The strangest part is that it only effects some activities while
others are fine.

Is this only happening to the Inactive resources in your schedule? And if so
has the Resource Type changed from Work to Material? I have an incident
report open with Microsoft now on this issue. Turns out if you open an
Inactive Work resource in PWA and save it without changing anything, Inactive
Work resources change to Inactive Material resources which in turn changes
the units from "hrs" to "qty" and that corrupted a few of our projects.
