Resource leveling problem

Friends,
In first place, sorry about my english, i'm brazilian... so my english
was not so good.. :/

I have a problem with the MSProject and Project Server resource
levelling

When I have the same resource in more than 1 project the resource
still overallocated in the resource usage and resource sheet and when
I make resource levelling the task is "pushed" because of the
overallocation...

I need that the allocation of my resources works one by one on my
projects, if the resource is allocated in another project I dont have
to care about this... Our resources are not "people", they are
generic...

I can use local resources, but we already have a default for the names
of the resources and another datas of the resources, so I cannot use
local resources....

My question is... there are some way to project dont care aboult the
allocation of another projects??
If I simply delete on the resource usage the register of the another
projects it works... but when I close and open the project again the
assingment with another project name cames back...
