Resource leveling

I'm having difficulty using resource leveling. There are plenty of tasks
assigned to the resources in question that are 1-2 hours in duration.
Resource leveling is not assigning 8 hours worth of project time on any day.
It varies between 3.77 and 7 hours. In the global resource pool, the
resources are showing as available 100% for all dates.

Resources are being assigned to multiple project files and in a simple
administrative project.

I don't expect this to be solved via a newsgroup post. I'm really hoping for
suggestions on things to check. Any recommendations would be greatly
appreciated.

Welcome to this Microsoft Project newsgroup :)

Try levelling on an hour by hour or even minute by minute granularity - in
the Levelling dialog. FAQs 28 and 34 deal with overeallocations. Also,
you might like to see FAQ Item: 5. Default Working Hours.
