Resource leveling

Hello, we are planning to impliement project and we want project managers
assign task to department heads and after the project is published,
department heads go to PWA and build team and only access users under his
team and reassign tasks. we dont want anyone else assigning tasks to users
except the department heads. i know its possible using RBS. is there a
documet i can refer to?

You may or may not find this approach workable. Firstly, once a resource is
on a project, the PM can do whatever they want to the assignments. Secondly,
the PWA interface does allow your Department heads to build a team, but it
does not allow them to fully conrol the assignment process as it should be
controlled. It only allows a one-to-one delegation. Unless you're giving
your department head copies of the Project client and plan on heaping lots
of work on them and they are in full agreement that they're going to become
very skillful users of Project, your approach is a very bad idea. Stick with
the build team function and let the PMs do the assignments in the projects
based on DH guidance.
