Resource Management using Master Project

We are using Project Server 2003, and our organization is divided into
4 major groups with about 5 PMs in each group. These PMs average
about 5 project each, thus more or less 100 active projects the
projects are small and not complex.

My management would like us to begin actively using resource
management features. And the 4 major group managers want to roll up
the individual projects into master project and do resource management
from the masters.

The resource management they are looking for, here, means adjust
assignments so as to balance the work load. These managers could use
PWA / Portfolio Analyzer to help but they want to be resource managers
for the PMs.

Now I'm not the best when it coming to MS Project Server, but is that
master project thing even possible? is there a better way of doing
this?

I'm not sure if this will help....

I know in Project 2007 you can consolidate project plans. You create a
master project and subprojects. The subprojects are inserted in the master
project. By doing this you can see all the tasks; roll up project
information; divide your project into different project plans and pull all
the information back into the master plan.

Detailed instructions on how to consolidate project plans can be found in
the Office Project Step-by-Step book. (I find this book to be very helpful
on a few things such as this.)
